Depend where you live in the US, Virgin Atlantic is a good and inexpensive way to get to London, check Martinair (Holland) and LTU (LTU is a German charter airline) found a flight in June for about $ 400.00. Once you are in Europe, check Easyjet (www.easyjet.com) Low price airline with flight throughout Europe. You might want to book you easyjet tickets ahead of time because 80% of their bookings is done on line.

Try kayak.com… sometimes it comes up with good fares.

Try — I found fares under $700 there for US-Germany flights.

Assuming you need to travel from USA(?), there are decent offers to Cologne, Germany and Manchester, England currently with Continental and Delta airlines. From NYC, for example, you could fly roundtrip to Manchester for only $471 USD including all taxes, fees, and fuel surcharge–if you are outbound by July 5 and are staying less than 30 days.
